The Committee on Energy, Industry, and Mining moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4012—A Bill to amend and reenact §24-2-3 and §24-2-11a of the Code of West Virginia, 1931, as amended, all relating to the general powers of the Public Service Commission; clarifying when the commission may approve utility rate increases; and clarifying when the commission may grant certain certificates of public convenience and necessity.
